The Oregon shooting was indeed among the "stuff" that has "happened" in this formulation, but it's clear that Bush's point was that leaders faced crises and needed to respond, not that a mass shooting was just another dull thing we have to deal with.

That said!
[he-he-he-he]This is somewhat instructive. That's because Bush has an unfortunate habit of saying things that make other people — friend and foe alike — wonder what, precisely, he was thinking as his brain started sending electrical impulses to move his tongue.

A brief history.

1. Iraq

The comment: May 2015. Asked by Fox News's Megyn Kelly if he would have authorized the invasion of Iraq knowing what we know now, Bush replied, "I would've."

The walkback: Later that week, Bush revised his answer, then revised it again and then landed on: "I would not have engaged. I would not have gone into Iraq."

(Fun fact! Donald Rumsfeld used "stuff happens," too, also without success.)

5. 'Anchor babies'


The comment: August 2015. Bush was defending his use of the term "anchor babies" on a radio broadcast. He tried to explain that he wasn't using a derogatory term and that "frankly, it's more related to Asian people" than to Hispanics.

The walkback: We'll note, first of all, that this was supposed to be the walkback for using the offensive-to-some term in the first place. He seems to have sort of given up on the topic after this one.
