It was Vice President Mike Pence — not President Trump — who approved the order to deploy the National Guard, our colleague Helene Cooper reports from defense and other administration officials. It was unclear why Mr. Trump, who incited the protestors to storm the Capitol and who is still technically the commander in chief, did not give the order. Helene also reports that 150 D.C. National Guard troops were en route the Capitol about 15 minutes ago to back up the Capitol Police in clearing the area. The troops would be wearing protective gear and riot gear, but would not be armed initially, although that could change if the situation worsens. Troops are expected to be stationed around the grounds of the Capitol to re-establish a secure perimeter.
