I did not know what she was talking about and read the Biden's tweet two or three times. Turns out that in 2010 when President Obama signed the Affordable Care Act into law Vice President Biden introduced him but before turning the mic over to Obama could be heard whispering to him "this is a Big Fucking Deal."
