Ralph Norman, leaving the House floor, said McCarthy’s team had put together an extensive deal that would include term limits, relaxing restrictions to allow more amendments to be introduced on the floor, changing how federal spending plans are made and requiring votes on earmarks. He said they had not discussed committee assignments.
