It is the first country run literally by criminal gangs. It is an unique humanitarian crisis. The Dominican Republic and the Windward Passage are going to be overrun with fleeing refugees. The international community is going to have to intervene but regional powers, that means the United States, are going to assume the brunt. And this in an election year.
