3. State. Kerry was getting curry resupplies, all the flights were booked, the pilot's door was secured.

5. Defense, Hagel. Hagel probably doesn't even know there was a march. Or an attack.
6. Holder. Had to leave early.
7. Interior, "Sally" "Jewell." I hold it would have been more insulting to send the Secretary of Interior.
8. Commerce, "Penny" "Pritzker." I hold...see above.
