Okay, that is not what he was talking about:
"One of the things that I've consistently said as president is that I'm the president of all people. I am very proud that my presidency can help to galvanize and mobilize America on behalf of issues of racial disparity and racial injustice."
Well..."galvanize and mobilize America." He has not done that.

Galvanize, Merriam Webster:
"to cause (people) to become so excited or concerned about an issue, idea, etc., that they want to do something about it."
Well, maybe! I think he has done that. Wait: But "all the people;" "galvanize and mobilize America," clearly in context he means to say that he as president has caused all the "people" of "America" "to become so excited or concerned" "that they [as one, as a "people"] want to do something about the issue of...
"Pretty much up and down the line, what we see is disparities in how white, black, Hispanic suspects are treated, [with] higher arrest rates, tougher sentencing, longer sentences," Obama said.
...racial disparity. No, he has not done that. He's saying he's gotten "everybody on board," "on the same page," "working toward a common goal." If that were so "race relations" would not be worse than before he took office. So no, he has not done that. He was not talking about poll results but what he was talking about is only one degree of separation removed from race relations and what he thinks he has done is much more than one degree of separation removed from reality.
