They don't care what Trump says literally, they don't take him literally, there is non-literal communication between them, they "feel" him. They understand Trump symbolically. They understand him to be communicating to them that he will take care of them, protect them.
The wall is a specific policy proposal by Trump and Trumpists do like the idea but it is not a "litmus test" for them, no specific policy proposal is a litmus test for them, Trump is the litmus test for them. If Ted Cruz had proposed a wall it wouldn't have floated Trumpists' boats. If Trump had responded to Cruz' idea of a wall by calling it beyond the powers of a president Trumpists would say "Amen" to that!
