That's fake! This is "Aktau-City of Oil and Caviar." That isn't a photograph, it's an architect's rendering. Those aren't real people.

So where are the independent Kazaks resorting in Burabay, "the resort pearl of Kazakhstan?" Where are the people in "Bayan-aul National Natural Park?" Where were they in bustling Almaty? What, did they all wander off to Boston? Wander back, Azamat.
