This is the money shot of the British statement today:

"We have concluded that there is a significant possibility that the crash was caused by an explosive device on board the aircraft."

That is by Foreign Secretary Philip Hammond, not Prime Minister Cameron. 

Parsing that, "we have concluded" is decisive; "that there is a significant possibility," is not decisive; "explosive device," literally would exclude ruptured fuel tanks.
