"The Obama Doctrine"

Obama’s hesitation to join the battle for Syria is held out as proof by his critics that he is too naive; his decision in 2013 not to fire missiles is proof, they argue, that he is a bluffer.

Do the critics mean "bluffer,"exactly? A bluffer is someone who threatens with no intent to follow through. Where has Obama bluffed? He has changed his mind, quite publicly,which is not the same as bluffing. He had every intent to strike at Syria, I believe. He had his mind changed by the Russian proposal. I think he had every intent to take out Iran's nuclear capability, I'll never forget that U.N. speech. Mother-fucker scared me! I forget why he changed his mind on that.

This critique frustrates the president. “Nobody remembers bin Laden anymore,” he says. “Nobody talks about me ordering 30,000 more troops into Afghanistan.” The red-line crisis, he said, “is the point of the inverted pyramid upon which all other theories rest.”
