Syria agrees to:
-Disclose the locations of its chemical wmd.
-Allow the UN, Russia and "other states" to inspect the sites.
-The destruction of its existing chemical wmd.
-Stop further production of chemical wmd.
-Sign the Chemical Weapons Convention agreements.
France has drafted a proposed UN resolution that would:
- Hold the Assad regime responsible for the use of chemical wmd.
-Require Syria to turn over the perpetrators of the August 21 attack to a court of international justice.
-Authorize UN member states to use military force in the event of Syrian breaches.
Russian Foreign Minister Sergei Lavrov said the French draft was "unacceptable." It is unacceptable.
Russian President Vladimir Putin says other nations, i.e. the US, should renounce the use of force against Syria during this negotiation process. Secretary of State John Kerry says the use of force should not be off the table. Putin is right, Kerry is wrong, President Obama should not call on the American people to support US military action tonight.
Lavrov says he will draft a counter to the French UN resolution defining the Syrian use of chemical wmd as a diplomatic matter only, requiring only diplomatic, not military, sanctions.
Kerry says the credible US threat of military action got us here. Kerry said the proposed military action was "unbelievably small." Obama said it was not. Senator John McCain asked what "unbelievably small" meant.
