This is a manpower problem. It is not a plane problem. The planes are sitting there on the runway ready to go!
The airline's computerized personnel management system is antiquated and it can't match pilots and cabin crew with airports.
In the short term--right now--passengers need air crews. Military pilots and staff can alleviate this.
