"No Evidence of Mermaids, Says U.S. Government."


The Official Rules of Headline of the Day say that you cannot read the article. Headlines are supposed to be clear. At first reading this headline appears to conform to that Rule of Headlines which would rule it ineligible for H.o.t.D...under the rules.  But Public Occurrences pageviewers read more than once and upon re-read we experience perplexity worthy of H.o.t.D: Why did the U.S. government have to say that?  Is there a dispute among the states that the federal government had to resolve on this issue?  Why the U.S. government?  Isn't the Mermaid question international in scope?  Have other governments found evidence of Mermaids? Let us see the evidence!  Isn't the Mermaid Question out of the jurisdiction of the U.S. government entirely? Ought it not more appropriately be referred to the United Nations?
