Framework Erection?

Is that the Erected Framework? That is the transcript of oral remarks made by the EU's representative, Federica Mogherini, and Iran's Mohammad Zarif.  I thought the Erection was supposed to be in writing, not a very long erection, only "2-3" pages but at least physical, in writing, like with "names" and such. I did not understand that this was to be an Oral Erection. Maybe the physical erection is to come after this oral performance, I don't know, but Mohammad Zarif can now claim his hands were never on any erection. That's just not an erection to me, sorry!
