"Nothing is agreed until everything is agreed."

Hell, that statement is right in the "Parameters!" That wasn't just Laurent Flabius' off-the-cuff words, that's right in the document. So, "nothing is agreed." Everything has not been agreed so nothing is agreed, so the Parameters was not agreed, therefore it was not signed, therefore it cannot be enforced, nobody can be held to the parameters. One side, the Americans, let's say, can say in the future, to the Iranians, let's say, "Look here, you're changing your position from the Parameters." The Iranians can say "Parameters, Scharameters, we didn't agree to anything."
