"Parameters" was put out by the U.S. State Department.  Here it is right on their website http://www.state.gov/r/pa/prs/ps/2015/04/240170.htm.

It is not 100% clear whether any of the other P5+1 countries joined in some way. They did not sign it, nobody signed it, I do not know if other P5+1 countries posted it on their websites--Is this what this world is coming to, posting things on websites?...It is? Fine! Is this world coming to just posting diplomatic "things"  on websites, no need to "sign on the bottom line" just go on blogspot.com, "We're cool, dude" and post it? How about Facebook and Twitter? Why don't we just tweet things from now on. Italy and France at least issued their own statements and the EU and Iran had that joint press conference.

It is 100% clear that Iran did not agree in any way to "Parameters" which has it that sanctions are to be "suspended" or "phased" out and will "snap back" if Iran violates. That was not Muhammad Javad Zarif's understanding! Zarif wrote on Twitter--Is this what this world...? Oh my God.--Thursday night,

"US will cease the application of ALL nuclear-related secondary economic and financial sanctions. Is this gradual?" 

"And an English-language version of the political understanding released by Iran's state-run Press TV says that following a written deal sanctions 'will be immediately lifted all at once.'" http://www.dailymail.co.uk/news/article-3024689/Cracks-emerge-nuclear-deal-Iran-timing-sanctions-relief.html

Maybe Kerry tweeted Zarif back, I don't know!, for Zarif then twitted:

"The EU will TERMINATE the implementation of ALL nuclear-related economic and financial sanctions.' How about this?"

How about that, Foggy Bottoms? Said a spokesperson,

"Keep in mind this isn't the final agreement. The conversations inside the room were focused on the substance, not necessarily what was put down on paper and who signed on to it. We had discussions with them about what we would say publicly, and they let us know they would say things publicly. And I'm not really concerned about...how they will sell this back at home."

So the conversations in the room are the substance not what was put in writing? Novel idea!

Then why put anything in writing, why the "Parameters" "fact-sheet" at all? That's what Zarif wants to know too (another tweet),

"The solutions are good for all, as they stand. There is no need to spin using 'fact sheets' so early on.'

WHAT FRIGGING SOLUTIONS? What did you twits agree on? We, Americans at least, have a right to know. YOU KNOW?

This whole enterprise should be code-named "Operation Sandbag," you know why? I'll tell you why: The Obamas desperately wanted to get something on paper so that they could forestall congressional sanctions that are coming up. They could not get anything agreed with Iran so they put out "Parameters" alone. The consent manufacturers (God bless the New York Post and Amir Taheri) at the Adults' Table immediately put out laudatory articles and the Obamas' opponents were slow to respond. The consensus "narrative" became that a "deal" had been struck and you're either fer it (responsible adults) or you're agin' it (irresponsible children, Republicans). I hope on the Sunday talk shows the Republicans CHANGE THIS NARRATIVE for there is no deal! There is no deal to be for or against and Congress should impose additional sanctions on Iran.
