Rex Tillerson, CEO of American State Department, Inc., is in the Far East; he was first in Seoul, South Korea, then Beijing. He is sans professional pencils, who are in a lather.

We have a right in America under the First Amendment to the Constitution to speak our minds and Congress shall make no law to stifle us. The right to free speech does not compel us to speak at all. Ergo, it does not compel us to speak to others so that they may speak about us. Professional pencils are entitled to no seats on Foggy Bottom One. They argue that it is in Tillerson's "interests" to take them along, so he can talk to them. The right to free speech, in other words, includes the right to decide one's interests in speaking or not speaking for oneself. Such Tillerson is doing.
