Words Matter

The source for this transcript says this was an unusual step for Kim, to address his nation about one leader. Trump's speech got Kim's attention. This is what I alerted to in the speech itself:

The mentally deranged behavior of the U.S. president openly expressing on the UN arena the unethical will to "totally destroy" a sovereign state, beyond the boundary of threats of regime change or overturn of social system, makes even those with normal thinking faculty think about discretion and composure.

That is, Kim. That is who he means. Trump's rhetorical excess makes even Kim, one with "normal thinking faculty think about discretion and composure." Trump sobered Kim.

Kim's speech is more thoughtful than was Trump's, it is more rational (which is just fucking mind-boggling). Words matter to Kim. In the above passage he shows a nuanced understanding of how Trump''s words went beyond the pale,beyond talk, loose or considered, of "regime change" (which was a goal if acted upon that the Chinese said they would step in to "stop." Is Trump prepared for nuclear war with China (and perhaps with Russia (with whom China is now conducting war drills?). Trump didn't think about that.))) to the threat of destruction of a "sovereign state." I don't think in war it is unethical to destroy the other state but Trump went beyond even that. Here is what he said:

..if it is forced to defend itself or its allies, we will have no choice but to totally destroy North Korea. 

That is a threat to commit genocide and that is "unethical."

Later sections of Kim's speech however are contrary to my take above:

...we will consider with seriousness exercising of a corresponding, highest level of hard-line countermeasure in history.

You still have "consider with seriousness." And "corresponding countermeasure" is vague.

Action is the best option in treating the dotard...

Stick with words, words are less deadly action.

His ending...

I will surely and definitely tame the mentally deranged U. S. dotard with fire.

...If he had just left off the fire.

Trump's shuddering rhetoric got Kim Jong un's attention. The last time he paused to consider he deferred engulfing Guam in a sea of fire or sea of flames or whatever his exact words were. And then he carried out another--and by far his most powerful--nuclear test, and then shot two missiles over Japan.
