due to safety concerns

Multiple police officers and rescue personnel said that the vacant, still-standing part of the building was shifting and might also flatten.

I don't fault this decision. The work was stopped at 2:11 a.m., seven days and forty-one minutes after the collapse. I fault what they did the previous seven days and forty-one minutes.
