The Publocc Doctrine.

Powell helped Weinberger craft the Weinberger Doctrine then created his own, similar, doctrine. The undersigned has always loved the Powell Doctrine. Comparing the two however, the undersigned comes down now more on the side of the Weinberger Doctrine.

Uno. The United States should commit forces to combat only when its or its allies national security is threatened.

Dos. U.S. troops should only be committed wholeheartedly and with the clear intention of winning. Otherwise, troops should not be committed.

Tres. U.S. combat troops should be committed only with clearly defined political and military objectives and with the capacity to accomplish those objectives.

Cuatro. The relationship between the objectives and the size and composition of the forces committed should be continually reassessed and adjusted if necessary.

Cinco. U.S. troops should not be committed to battle without a "reasonable assurance" of the support of U.S. public opinion and Congress.
