That's another thing "just so not what we just do." When cops decide not to arrest someone, or when a prosecutor's office decides not to charge someone who the cops have arrested, their "declination" is their word on the subject conduct. In Miami prosecutors say, "No Action." They don't go beyond that and characterize the conduct as something "I just would so not do that." This was a catastrophe. I cannot believe so many lawyers were involved with this.
