The revisions by Comey and Rybicki included new language about the factors that a “reasonable prosecutor” would consider in declining to prosecute a case. Comey’s June 12 draft stated:
Although there is evidence of potential violations of the statutes regarding the handling of classified information, our judgment is that no reasonable prosecutor would bring such a case. Prosecutors necessarily weigh a number of factors before bringing charges. There are obvious considerations, like the strength of the evidence, especially about intent. ...
This is a fucking COP stating what no "reasonable PROSECUTOR" would do!
