Today on CBS News' Face the Nation former Secretary of State James Baker was asked about Israeli Prime Minister Benjamin Netanyahu's upcoming speech before the United States Congress, arranged without consulting with the White House:
"Is that a significant breach of protocol?"
"Yes. It is."
