Russian President Vladimir Putin [said] Sunday that he had put his nuclear deterrence forces into high alert, attributing the move to “aggressive statements” from the West against Russia. The White House called the order an example of “manufacturing threats that don’t exist.” 

That's his aim. He's itching for nuclear war with the U.S. Has Putin bluffed in Ukraine? Not once. “Manufactured threats that don’t exist,” they are, deliberately manufactured to trigger nuclear war. That is what Putin wants and we have to take it seriously.
