The two National Security Agency employees suspected of being out of uniform earlier this week have been identified as Special Agent Ricky Shawatza Hall, here wearing Rebecca Minkoff's trademark orange,

and Special Agent Kevin Lamont Fleming. Special Agent Hall died in the line of duty.
