Corruption is in Russia’s DNA, as it is in Mr. Putin’s.
The person who wrote that is Franz J. Sedelmayer. It is contained in a New York Times op ed piece written by Mr. Sedelmayer. "Russia's DNA" is pretty close to "soul" as used on Public Occurrences: "the animating principle" of something but it is not synonymous; there are lots of things in a person's or a people's DNA.
Mr. Sedelmayer gives an example:
It has long been rumored that [Putin] has a huge fortune stashed away. But if that is true, it is likely held by friends, associates or even some of the criminals Mr. Putin has made filthy rich.
So, my question is: When Volodya [nickname for Putin] finally leaves power, will those filthy-rich friends, associates and co-conspirators give him back any of those billions?

Not sharing, greed, selfishness, could be the animating principle of a people. Selfishness~corruption; selfishness does not=corruption.
To the extremely limited extent that the undersigned has ever thought about (And he is not now nor has he ever been "seeking" the Russian soul; Russia holds no interest for me.) what the soul of Russia might be it has centered around "brutality" and near synonymous terms..."Likes to fight"!, what a Chinese wrote on a the outline of Russia on a map of Europe, that was a good one.
Anyway, if you're interested I cede Russia's soul to you to seek. You have "Likes to fight," corruption and greed to get you started. Have at it.
